Windows Latest reports that preview builds of the Windows 10 October 2020 has references to “Hide_System_Control_Panel”. The preview build also removes all shortcuts that allowed access to the retired Control Panel pages. These include those built into the OS as well as those granted by third-party programs.

The report also cites sources saying future Windows 10 updates will drop support for other pages of the Control Panel. So it looks like when the October 2020 update rolls out, the feature will be buried for good, even if it’s not completely removed. If you’ve had to rely on the Control Panel often, this means you’ll have to relearn your way around your Windows 10 PC. But chances are you’ve already been pushed towards the Settings page already recently.
